Does Robo 3T run on Apple Silicon?

Only through Rosetta 2. Robo 3T has no Apple Silicon build and is no longer developed. Apple has said macOS 27 is the last release that runs Intel apps through Rosetta, so Robo 3T will stop working on newer versions of macOS.

Is there a free MongoDB GUI for Mac?
